Drew Gulak
A strong technical wrestler whose potential was never met

Not just a skilled high-flyer, he was also an expert in mat work, perhaps one of the company’s best technical wrestlers. Unfortunately, he would eventually find himself wrapped up in the mess that was the 24/7 championship, which often changed hands multiple times during one show.
After competing against Daniel Bryan, he would team with the former World Heavyweight Champion, which also came to an abrupt end. Gulak departed shortly after an Intercontinental title match against AJ Styles. Given the ability he possessed, there was more potential for the technician than being thrown around by Braun Strowman in squash matches.

Lance Storm
A lack of charisma held Storm back from the top
The list of Canadian greats is long, including the likes of Bret Hart, Chris Jericho and Edge, just to name a few. One man who failed to make the cut on that list was Lance Storm. The Canadian’s high level of ability saw fans label him boring. The truth is that that ability did not adapt well to WWE’s sports entertainment approach to wrestling.
Over the years, Storm has had classics with some of WWE’s brightest stars, the likes of Booker T and Daniel Bryan included. However, his lack of charisma just did not go over and a rise to the top amounted to nothing. Storm may well be one of the biggest what ifs to make this list.

Chad Gable burst onto the scene as a tag team wrestler with his American Alpha partner, Jason Jordan. After an injury to Jordan, which he never returned from, Gable has seemed to be stuck in the mixer ever since. While he has held tag team gold with another partner since then, a singles title has continued to elude him.
He could easily be higher on this list, but the fact he is currently still active means he still has time. With some fans pointing out his resemblance to Hall of Famer Kurt Angle, there is hope he could climb the ladder in WWE and earn singles gold in his career.

Kofi Kingston (Before 2019)
Fans were always puzzled at Kofi being left out of the world title picture
Kofi Kingston had always been a joy to behold in the ring, no matter what he did, it left fans entertained. From being a consistent entrant in Money in the Bank ladder matches to his Royal Rumble spectacles, Kofi did not disappoint. The entertainment value of his character left many bewildered as to why he was never a world champion.
2019 became the year of Kofi Mania, which is why Kingston is no longer considered underrated. Aided by his allies in the New Day, where he won most of his tag team gold, he earned himself a shot at WrestleMania. Kofi would go on to the Grandest Stage of Them All and emerge as the champion. His reign came to an abrupt end at the hands of Brock Lesnar later that year.

Vader
WWE never booked the big man as the destroyer he should have been
Big Van Vader had been a success all over the world before arriving in the WWE. The 450-pound behemoth had dominated Japan and WCW, but he could not get off the ground running with the promotion. While he was a monstrous size, the big man was surprisingly agile and boasted plenty of charisma.
The big man was the unfortunate victim of the opinion that someone his size was limited in the ring, but that was not the case. Injuries would eventually hamper him, and JBL once identified him as one of wrestling’s biggest what-ifs.

The Gold Standard never found his voice in WWE
They say that in WWE, you need to be a master in the ring and on the microphone, and Shelton Benjamin is a prime example of this. The Gold Standard may have been one of the best athletes to step foot in the ring, but he never reached main event status due to a lack of promo ability.
When returning to the company, Benjamin was a part of The Hurt Business with Bobby Lashley and MVP. The group were entertaining, and it leaves you to wonder what could have been with a storyline like that earlier in his career.

There was a reason Dolph Ziggler earned the nickname of The Showoff. However, he had the skills to back up whatever he said. Few on the roster could match Ziggler for technical ability and his selling skills. You could always guarantee entertainment in his matches, like his iconic sole survivor run at Survivor Series 2014.
While he did achieve the pinnacle of a world title in 2013 by cashing in, the company never capitalised and Dolph would always miss out afterwards. He would earn title shots in the future, but he was never respected the way that he should have been. The emotion displayed in some of his promos showed that maybe he felt this himself.

Goldust
The Bizarre One deserved a world title for his efforts
Quite possibly one of the most bizarre characters ever seen on WWE television, the evolution of Goldust was a marvel to behold. Every time he stepped foot into the ring, you did not know what weird wonders were about to occur. While he does not look much, there was plenty of technical ability for Goldust.
Following his exit from WWE, he would move on to AEW, changing to his legal name of Dustin Rhodes. Singles titles may have been rare for him, but his crowning achievement was surely winning tag team gold with his brother Cody Rhodes.

Samoa Joe may be the best to never hold a world title in WWE. His presence in the ring was perhaps one of the most intimidating of his time. Not only was he a dominant force in the ring, but he was exceptional on the microphone, which only led to more confusion as to why he was never champion.
Promo packages and matches with Brock Lesnar showed The Samoan Submission Machine’s abilities at their peak. Unfortunately, that series with Brock would be the closest he came to the world title. After his release from WWE, he would take his dominance to AEW, where he did become world champion.

The Swiss Cyborg Cesaro was an athletic freak in WWE, boasting technique and strength. Few could match what he could do in the ring, and he would always leave fans amazed. Not only did WWE not pull the trigger on him as world champion, but he rarely got a title match.
His best-of-seven series with Sheamus showcased what he could do in the ring. Following that rivalry, the two became a formidable tag team with multiple title reigns.

Christian
Captain Charisma lived in the shadow of Edge
Christian was one of the best all-around performers in WWE’s history. While partnering with Edge in one of the most exciting eras of tag team wrestling, he never got the same push as his partner. Sadly, he would live in the shadow of his former partner in singles competition.
It was not until the 2010s that he got a world title reign, which felt long overdue and was perhaps underwhelming. After leaving for AEW, his run there showed what WWE could have done with him.

William Regal
Regal was a master of technical ability
William Regal boasted everything that someone would have wanted from a wrestler. Not only was he a master in terms of technical ability, but his skill and charisma allowed him to fit the role of a heel naturally. Regal had multiple title reigns in WWE, but was never given a chance in the world title picture.
While competing, he featured as General Manager of Raw. Perhaps they knew what the future had in store for him as NXT’s General Manager. He may not appear in that role now, but it does not take away the fact that Regal is responsible for many of today’s greats.
