The Saudi Pro League completed numerous transfers during the 2023 summer window, including deals for Neymar, Karim Benzema and Sadio Mane.
They are now plotting more signings to boost the league’s profile, according to talkSPORT.
Liverpool, Manchester United and Manchester City players are on their shopping list for this summer.
Mohamed Salah was the subject of an offer worth £150 million from Al-Ittihad last year.
Al-Hilal have now joined the race for the 31-year-old whose contract at Anfield expires in 2025. They could make an offer worth over £70m at the end of the season.
While it is unclear how much he would earn, the Egyptian would be one of the league’s top earners after the move.
Salah is happy on Merseyside and would be willing to see out the final year of his contract at Anfield.
However, his decision could depend on the Reds’ pursuit of a new manager, with Jurgen Klopp departing Anfield at the end of the season.
Man City star Kevin De Bruyne is also a top target for Saudi clubs as he is approaching the final year of his contract at the Etihad Stadium.
Man United pair Casemiro and Raphael Varane could also be targeted by the Pro League sides in the next summer transfer window.
